The AQPV welcomes the tabling of Bill 66 by the Minister of Public Security to ensure better follow-up of persons found not criminally responsible on account of mental disorder or unfit to stand trial. Bill 66 also calls for better risk assessment, improved information sharing in the field and a proactive approach to preventing violent events.
This initiative resonates with some of the solutions identified by the AQPV in its recent work on the subject of crime victims dealing with the Mental Disorders Review Board (MDRB). Indeed, the need to set up a mechanism for transmitting information between the CETM, the parties involved and the various players was noted, as was the imperative to ensure better follow-up of files.
The AQPV has also observed a real lack of information and training on the subject of CETM. To this end, it has published a free information brochure for victims of crime committed by a person not criminally responsible on account of mental disorder or unfit to stand trial. This document is also an invaluable tool for anyone working closely or remotely with victims. In addition, the Association is currently working on the creation of a website to provide victims and their families with access to the information they need.
This initiative, which will have an impact on the rights of victims, particularly their right to protection, represents an important change, and the AQPV will be paying particular attention to it in the coming weeks.
