Declaration of services to victims of criminal offences under LAPVIC
This Statement of Services arises from an obligation under the Act to assist persons who are victims of criminal offences and to promote their recovery (LAPVIC), in force since October 13, 2021.
This declaration details the services offered by Plaidoyer Victimes (PV) to victims of criminal offences, as well as the activities that lead it to intervene on their behalf.
According to the LAPVIC, “(…) a victim is any natural person who, as a result of the commission of a criminal offence against him or herself or another person, suffers physical or psychological harm or material loss, whether or not the perpetrator of the offence is identified, arrested, prosecuted or convicted.” This declaration also includes the relatives of victims.
PV is concerned with the quality of the services it provides to victims who wish to receive information, be directed to resources that can help them, be supported in some of their steps and be heard. It is with this in mind that the present declaration includes a procedure for receiving and examining complaints made by victims who are dissatisfied with the services provided by PV and who consider that their rights under the LAPVIC have been infringed.

Mission
Plaidoyer Victimes’ mission is to defend and promote the rights and collective interests of victims of criminal offences, by working with them, their families, interveners and decision-makers through representation, information, training and social mobilization activities.

In carrying out its mission, Plaidoyer Victimes is guided by the following values:

Services and activities
Autonomous popular education
Awareness
Plaidoyer Victimes shares and disseminates knowledge about victimization by organizing awareness-raising activities on various issues. Our activities are aimed not only at those working with victims of crime, but also at the victims themselves, their families and the general public.
Information
PV produces information tools for victims and their families to help them obtain support and redress, and exercise their rights and remedies. Our tools are also of interest to anyone working closely or remotely with victims. PV also refers victims and their families to specialized services or programs that can provide the help, support and advice they need.
Training
PV offers training courses for those working with victims, delivered by trainers with recognized expertise in their field. She also designs e-learning activities. These training courses aim to develop skills in various areas, such as victimization and its impact, the needs of victims and their families, and legal support for victims.
Social mobilization
Communications
PV communicates with its vast network of members and partners to inspire them to action and rally them around issues that concern the rights of victims. Whether through our newsletter, websites, social networks or traditional media, our communications also engage and mobilize the community, keeping us abreast of legislative changes, service development and victimology news.
Participation in collective events and actions
PV publicizes and promotes its demands through events and collective actions that it initiates or participates in. It puts forward its positions in various forums and encourages its members and the public to support it in its fight for better recognition and exercise of the rights of victims.
Non-partisan political action
Analysis and positions
PV analyzes bills, policies and regulations to assess their impact on the rights and remedies of victims of criminal offences. Her activism takes the form of writing opinions and briefs for various bodies in Quebec and Canada, helping to improve legislation and practices in a number of areas.
Consultation and representation
PV expresses its views during consultations and makes representations to various provincial and national bodies. These are all opportunities to share our expertise and defend the collective rights and interests of victims of criminal offences.
Representation
Consultation and partnerships
PV develops and maintains ties with a wide range of organizations by sitting on decision-making bodies or actively participating in regional, provincial and national roundtables, committees and working groups. These spaces are key to advancing victims’ rights.
Collaborations
PV meets leading contributors who occupy strategic positions within ministries, courts, organizations and authorities that have obligations towards victims and their families. These initiatives enable us to present or advance our projects, share our concerns and discuss various issues.
Participation in activities
Every year, PV takes part in a number of activities that help maintain and increase its presence in the various practice and intervention environments for victims of criminal offences.

PV is committed to offering an accessible, free and confidential service in which victims are :
- welcomed and listened to;
- respected and treated with dignity;
- recognized, supported and accompanied;
- informed and, if necessary, directed to resources that can help them.
These commitments are also reflected in the process for analyzing complaints addressed to PV in the context of this declaration. The Association undertakes to handle complaints transparently and rigorously, while respecting the rights of the victims.
